Preface
With the development of the society, the impact of human activities, flood disasters is becoming more and more
frequent accidents. It has heavily damaged people’s life and property.
Adhere to “prevention in advance, combining prevention with control", we must establish a mountain flood defense system which can prevent flood disasters system including forecasting, early warning capability and emergency command ability .So that we can protect people’s lives and property after getting the early warning information.

2.1 System Requirement
The detect data collection devices detect the hydrological data in real-time, such as the rainfall in unit time, rainfall intensity, water level, water speed, brake release water speed, water volume and so on. The collector will send the data to the warning center based on GPRS wireless network. Then you can make a comprehensive analysis of the data from the center
system. When warning information has been derived by the system, early warning in data, voice, text messaging format can be alert to the terminal.
2.2 System component
Mountain flood warning system consists of three parts: hydrological monitoring systems, early warning systems and early warning center issued terminal system.
Torrent disaster information collection and early warning early warning system platform is the core of flood disasters, mainly consisted of the computer network system and database system. Computer network system is mainly for system data receiving, handling, processing and information inquiry, warning decision-making, early warning information dissemination, information exchange and other services. Database system is mainly for system maintenance and management, information search and services, forecast decision-making.
2.2.1Hydrological monitoring system
Hydrological monitoring system mainly consists of water and rainfall monitoring network layout, information acquisition, information transmission and so on. The main task of the monitoring system is to collect hydrological data and information ,then sending the data to the warning center through the wireless network , providing data for the early warning of the disaster center system.

2.2.2 Warning Center System
The main task of the early warning center system is for data collection, integrated analysis, making warning decision based on the results of the analysis ;
Early-warning center system consists of the computer network subsystem and the database subsystem. Computer network subsystem is for data collection, data processing, analysis, data query, warning decision-making and early warning information dissemination. Database subsystem is for maintenance and management of major systems, providing consulting services ,offering historical data for the early warning system.
Warning center systems generally use optical fiber cable access mode.
The main task of the early warning information dissemination terminal subsystem is let related person know the decision-making information from center system .So that they can make preparations for disaster to minimize the property damage caused by disasters .
These include dissemination terminal and wireless communication terminal.
2.3 Flood forecasting framework
Please refer to the above diagram for the components of this system. There are two links in the whole system, respectively, the link between the terminal and control center,another link between the control center and issued with warning. So that it can realize the collection of the disaster information and disaster warning notice.
2.3.1 Link between the terminal and control center

The terminal devices includes the data collector and the IP Modem. The required collected data includes rainfall in unit time, rainfall intensity, water level, water speed, brake release water speed, water volume and so on. The data collector connect with the IP Modem via RS232/RS485.
In flooding period, IP Modem will be in the always online status, that is, it can connect with the control center all the time via GPRS network. Normally IP Modem needs to be reset or restart when power-off or effected by outside harsh environment. While our Intelligent IP Modem can keep always online status. It can recover to the communication status automatically when off-line or power-off.
In non-flooding period, IP Modem don’t need to keep always online status. In this situation, the IP Modem can be in sleeping mode. The control center or users using mobile phone can revise the parameter of the IP Modem by directly control or SMS, letting the IP Modem on/off line ,switch on/off at a fixed time.
2.3.2 Link between the control center and issued with warning
Sending the warning information by broadcast ,LED screen to notice the related people.
There are three modes ,that is, GPRS network data, voice, SMS;

and reliable data communication channel in mountain flooding prevention application.
